Valery Fleishman introduced the keynote speaker. She also commented on some efforts of the New England Healthcare Institute<\/p>\n
They have identified 3 areas of healthcare to which they want to attend:
\n-Create a partnership of the more than 70 eHealth companies in the Greater Boston area.
\n-Academic research on impact of outcomes \u2013 promoting technology
\n-Inform policy makers
\nHer comments were\u00a0 followed by the keynote presented by James Roosevelt:<\/p>\n

Roosevelt:<\/p>\n
Every 30 minutes in the US, someone declares bankruptcy due to the cost of healthcare.
\nConcerns are less in MA, because of our recent health care legislation.<\/p>\n
But, the kind of reform that occurred in MA may not scale easily to the rest of the\u00a0 country.<\/p>\n
Roosevelt\u00a0 reviewed the experience of the early 90\u2019s in the Clinton administration..\u00a0 Political will was low, and the national desire for change was low. Special interest groups were able to torpedo reform.<\/p>\n
Fast forward to present and:
\nSCHP is one of the\u00a0 first funding initiatives passed by the present congress.
\n$17 billion is earmarked for EHRs, support for effectiveness research, and establishment of an innovation investment fund. Clearly the political will and national desire for change are now both high.<\/p>\n
Even though there is great economic uncertainty, Roosevelt is optimistic.\u00a0 This is because Obama has made the need for reform in healthcare central to his plan for economic recovery.<\/p>\n
He then talked about the experience at Tufts where the focus has been on:
\n–\u00a0\u00a0\u00a0 Reduction in variation in care
\n–\u00a0\u00a0\u00a0 \u00a0Emphasis on evidence.
\n–\u00a0\u00a0\u00a0 Investment in preventive care..
\nThese values are shared by the Obama administration.<\/p>\n
Roosevelt believes that nonprofit payers have an important role in national plan for universal care.\u00a0\u00a0 Specifically the MA plan will\u00a0 have an influence\u00a0 on the shape of the national plan that ultimately emerges.\u00a0 Individual payers (nonprofits) in MA have said in so many words that \u201cif you build it, we\u2019ll figure out how to pay for it\u201d. Similar thinking may or may not be applied nationally.<\/p>\n
There are four reforms that will be central:
\n1)\u00a0\u00a0\u00a0 Ensure quality and effectiveness
\n2)\u00a0\u00a0\u00a0 Improve primary care system.
\n3)\u00a0\u00a0\u00a0 Develop nation transparency in cost and quality
\n4)\u00a0\u00a0\u00a0 Address race and income disparities.<\/p>\n
While this is daunting, there is an unprecedented opportunity to reform. Roosevelt firmly believes that this administration will be successful in implementing universal coverage for it\u2019s citizens.<\/p>\n
After this keynote, the panel took the stage.<\/p>\n
